Do hemp wraps get you high?

No. They're empty paper. A hemp wrap is rolling material made from hemp fibre — no cannabinoids, nothing in it, nothing happening until you put something in it yourself. Anyone telling you a wrap does something on its own is confused about what they're holding.

What's the difference between a hemp wrap and a rolling paper?

Size and build. Wraps are wider and thicker — designed to replace a tobacco blunt leaf, so they hold more and burn slower. Rolling papers are thin, narrow, and burn faster. Wraps also come flavoured far more often. Different job, same idea.
